He was three-time governor of the region under the British Raj as well. He was two-time governor in British Raj and he was one-time governor after the creation of Pakistan. He joined the Indian Civil Service in 1911. He spent about 30 years of his age services in India. He served in the frontier. He served as assistant commissioner in Punjab from 1914 to 1917.
